1) Do I need an electrician to install the S29315 retrofit downlight?
Not for a standard swap. The retrofit threads into the existing socket in the can with a medium screw-base adapter and mounts at the ceiling, so a maintenance tech can replace an old incandescent or CFL downlight with no wiring changes. It runs on 120V line voltage only, so it is not suitable for 277V commercial circuits. Satco publishes installation instructions for the S29315.

The S29315 is fixed at 5000K, a cool daylight white, and it is not CCT selectable.
