1) Can I use a 6.5W MR16 LED in an enclosed or airtight recessed can?
Yes. The S9497 is an enclosed rated lamp, so it can go in a sealed or airtight housing where non-enclosed-rated LEDs overheat and fail early. It is also damp location rated, which covers covered exterior soffits, bathrooms, and canopies. Damp is not wet, so leave it out of fixtures taking direct water.
2) Will this dimmable MR16 LED work on my existing low voltage dimmers, and will it flicker?
The lamp is dimmable, but on a 12V system the dimmer and the transformer have to agree, not just the lamp. A magnetic transformer needs an MLV dimmer and an electronic one needs an ELV dimmer, and a 6.5 watt LED load may fall under a dimmer's minimum wattage, which is what causes flicker and dropout at the low end of the dial. If you are relamping halogen and keeping the old dimmer, put a few lamps on one circuit and test the bottom of the range before committing the building.
3) Is 3500K the right color temperature for a commercial space, or should I go warmer?
3500K is neutral white, the usual pick for offices, corridors, retail, and healthcare where 2700K to 3000K reads too yellow against white ceilings and cool daylight tones read clinical. If you are relamping a hotel lobby or residential unit that already runs warm halogen, 3500K will look noticeably cooler beside it. This lamp is a fixed 3500K, not field selectable, so the temperature is decided at the order.
4) Is an 80 CRI MR16 good enough for retail merchandise and skin tones?
80 CRI is the standard commercial grade and it is fine for corridors, offices, back of house, parking structures, and general retail. For apparel, cosmetics, produce, art, or anywhere a customer is judging color against what they will see outside, spec 90 CRI or better instead. Paired with 3500K neutral white, the S9497 reads clean but will not make saturated reds pop the way a high CRI lamp does.
5) How long does a 6.5W MR16 LED last compared to the halogens I keep replacing?
Rated life is 25,000 hours. Against the 50W halogen it replaces, that is the argument for the changeover in a property with high ceilings or hard-to-reach track, because the labor to get a ladder to a lamp usually costs more than the lamp. At 12 hours a day of retail or lobby operation, 25,000 hours is on the order of five and a half years.
6) Does the Satco S9497 qualify for a utility rebate or a federal Buy American project?

No. The S9497 is not a three-way lamp, so it will not step through light levels in a three-way socket. Dimming is the way to get variable output from it, through a low voltage dimmer matched to the transformer.
