No. The QOB is a bolt-on breaker, meaning it fastens mechanically to the bus with a screw rather than clipping on. Panelboards prepped for bolt-on breakers and load centers prepped for plug-on breakers are not interchangeable, so the panel interior has to be the bolt-on type. Check the panel label before ordering; if the interior takes plug-on QO, you need the plug-on version instead.
2) What voltage and interrupting rating does the Schneider QO bolt-on 1-pole breaker carry?
It is rated 120/240VAC with a 10kA interrupting rating in the 1-pole configuration. A single pole lands on one hot leg at 120V; for a 240V two-wire load you need two poles, not one.
