1) Is Scotch 35 a self-fusing tape I can use to build up over a high voltage splice?
No. Tape 35 is a rubber-resin adhesive vinyl tape, not a vulcanizing or self-fusing product, and it is not rated for high voltage. Layers stick by adhesive only and will not fuse into a solid mass. For a high voltage splice you build the insulation with a self-fusing rubber splicing tape and then jacket it with a vinyl tape like this one.
