No. The TP126SFC is a 10-24 machine screw, which needs a mating tapped hole, nut, or threaded insert. For unthreaded sheet metal you want a self-tapping sheet metal screw; for drywall you need an anchor.

At 3/8 inch overall, and with a flat head that countersinks into the material, the usable thread engagement past a thin cover plate is short.
