1) Can I rotate the closet bolts into position after the flange is glued in?

The 886-ATMS uses a 430 stainless steel swivel ring that turns independently of the molded ABS body, so once the spigot is cemented into the drain you can still spin the ring to line the closet bolts up square with the wall.
