1) How does the Trimco 3922L locking surface bolt get locked, and what size padlock does it take?
The L in 3922L is the padlock provision: the bolt can be secured with a padlock, and the shackle needs to be at least 1-3/4 inches to pass through. The padlock is not supplied, so add one to the order. If you only need the bolt to hold the inactive leaf and don't need it padlocked, the plain 3922 is the same 8 inch heavy duty surface bolt without the locking feature.
2) What strike comes with the Trimco 3922 surface bolt, and do I need to order one separately?
Both strikes ship with it. The 3922/3923 heavy duty surface bolts are furnished with a surface strike and a mortise strike, so you can either screw the strike to the face of the frame or threshold, or mortise it in for a flush condition. Nothing extra to specify, and you can decide which one to use at the opening.
3) Is the Trimco 3922L surface bolt heavy enough for a detention or cell door?
Not the 3922L. For abusive environments like cell doors Trimco builds the 3922NYPV prison version, a 5 inch bolt with torx screws and an additional spring plus extra holding power specifically for that duty. The 3922L is the commercial 8 inch locking bolt, right for storefront pairs, service doors, mechanical rooms and multifamily openings, but the NYPV is the one specified for detention.
4) Can I use a surface bolt like the Trimco 3922L to hold the inactive leaf of a pair of doors?
That is the job it does. A surface bolt mounts on the face of the inactive leaf and throws a rod into a strike at the head or the threshold, holding that leaf fixed so the active leaf can latch against it. Two bolts, one top and one bottom, is the normal arrangement on a pair. The 3922L adds the padlock provision so the leaf can be locked shut rather than just held.
5) What is the difference between the Trimco 3922 and 3923 surface bolts?
Length, and nothing else in the family description. The 3922 is the 8 inch bolt and the 3923 is the 12 inch. Longer is the usual pick when the bolt has to reach past a deep transom panel or an astragal, or when a taller inactive leaf wants more rod above the throw point. Both come in locking L versions: 3922L at 8 inches, 3923L at 12 inches.

Treat that as a spec question for the opening, not a product feature. Manual surface bolts are generally not permitted as the latching means on a labeled pair, since a fire door pair needs automatic or constant-latching bolts. The Trimco 3922L is a manual heavy duty locking surface bolt for commercial openings, so on a labeled pair you want an automatic or self-latching flush bolt instead.
9) Should I use a surface bolt or a flush bolt on my inactive door leaf?
Surface bolt if you are retrofitting. It screws to the face of the door with no mortising, so it goes onto an existing leaf in minutes and the Trimco 3922L comes with the strike either way, surface or mortise. A flush bolt has to be routed into the edge of the door, which means pulling and prepping the leaf, but it disappears into the door. On a glass or narrow stile leaf there is often no face room for a surface bolt at all.
