Yes. The WS-W190208 is AC LED, so there is no remote driver or transformer to find room for, and it mounts on a pancake junction box. The backplate is 4.5 by 4.5 inches, with a 6 inch lead wire to make up your connections inside the box. It is a hardwired fixture on 120V, not a plug-in.
2) Can this WAC cylinder sconce go on an exposed exterior wall that gets rained on?
It is rated for wet locations and listed ETL and cETL, so direct rain exposure on an open building facade is within its rating. The housing is die cast aluminum with a white acrylic diffuser.
