Track style matters. The THL-HLES is built for "H" style track only, part of WAC's H Track collection. If your existing track is J (Juno-style) or L (Lightolier-style) geometry, this live end feed will not seat in the channel and you need the limiter made for that track profile.
2) Which wattage current limiter should I order for my track run?
Pick the breaker rating to match the total connected load on the circuit. The THL-HLES is offered at 60, 120, 240, 600, and 840 watts. Add up the wattage of every fixture on that track run and choose the next rating above it. Go too low and the built-in breaker trips once the sum of fixture wattages hits the limit; go too high and you lose the Title 24 wattage limitation benefit the limiter exists to provide.
3) Does a current limiter actually satisfy Title 24 for track lighting, or do I still need a separate wattage control?
An integrated limiter is the accepted route. The THL-HLES assures compliance with California Title 24 and ASHRAE 90.1 wattage limitation requirements by physically capping the load the track circuit can draw, which is what those codes ask for on track lighting.
