The JHT-802 is a J track fixture, so it mounts to J-series track only. It won't drop into H or L track systems without the correct track type. The head runs on a 120V track feed and steps the power down for the low voltage lamp.

No. It's an indoor fixture with a dry location rating only, so keep it out of bathrooms with shower exposure, covered exteriors, and anywhere it sees damp air. For those spots you need a damp or wet rated head.
