1) Are these split lock washers stainless steel, and can I use them outdoors or in a damp mechanical room?
Stainless steel is the material, which is why these get specified for wet locations, exterior strut runs, and corrosive mechanical spaces where a plated carbon washer would rust and seize. Pair them with stainless bolts and nuts so you aren't mixing dissimilar metals in the joint.
2) Should I use a split lock washer or a flat washer on a 1/2 inch bolt?
Different jobs. A split lock washer like the JSLW101 is a spring ring that bites into the nut and the mating surface to resist loosening from vibration, which is why it goes on equipment mounts, motor bases, and strut hardware. A flat washer spreads load and protects the surface but does nothing against vibration. On soft or slotted material many installers run a flat washer against the surface and the split lock between it and the nut.
3) Are these washers suitable for electrical and HVAC work, or are they a general hardware item?
They're stocked for the electrical, plumbing, heating and air conditioning trades, so typical use is securing conduit supports, strut and channel hardware, equipment hangers, and panel and enclosure mounting where 1/2 inch bolts are involved.
