1) Will the Philips 14W T8 LED tube work with my existing fluorescent ballast, or do I have to rewire the fixture?
The Philips 470104 InstantFit tube runs off the existing instant-start ballast, so it drops into the G13 medium bi-pin sockets you already have with no rewiring. Pull the old F32T8, put this in. The electrical window it needs from the ballast is an input frequency of 25,000 to 105,000 Hz and a lamp current between 100 and 260 mA. If your fixture has already been rewired for direct line voltage (ballast bypassed), this is the wrong lamp for it, you'd need a Type B tube instead.
2) Is 3500K too warm or too cold for an office retrofit?
3500K is the middle ground, a neutral white that reads clean without the blue cast of 4000K or 5000K. Philips codes it 835, which is the 80-plus CRI, 3500K designation. The measured color rendering index is 82. For offices, retail floors and corridors where people are working under it all day, 3500K is the usual pick. 3) Will 14W be bright enough to replace the 32W fluorescent tubes in my shop?
