1) Is the B-Line 10250T3576 control station a maintained (latching) stop button or momentary?
It's momentary. The black mushroom head pushbutton springs back when released, so the 1NC contact opens only while the button is pressed. If your machine needs a stop that stays latched in until it's twisted or pulled out to reset, this one won't do it, and it should not be used as an emergency stop that has to hold the circuit open.
2) Can I mount this B-Line STOP pushbutton station outdoors or in a washdown area?

The rating only holds if the station is properly mounted on a flat surface, and the enclosure is die cast.
