1) Is the Viega 49904 sleeve a crimp ring or a press sleeve?
It is a press sleeve, for Viega PureFlow press fittings installed with a press tool. It is not a copper crimp ring and not a cinch clamp, so a crimp tool or clamp tool will not produce a valid joint on it. Match the sleeve to the Viega press system and tool you are using.
2) Do I need one sleeve per PEX connection, and are they sold singly?
One sleeve per press connection. The 49904 is a single 1 inch stainless sleeve weighing 0.025 lbs, so count your 1 inch joints and order that many. A press joint is not complete without the sleeve seated on the tubing before you press.
3) Can I reuse a PureFlow press sleeve if I have to cut the joint out?
No. A pressed sleeve is permanently deformed by the tool, so once a 1 inch PureFlow joint is pressed and then cut out, the sleeve and the fitting go in the scrap bucket and you install a fresh 49904 on the remake. Keep spares on the truck for that reason.
4) How much room do I need around a 1 inch PureFlow press sleeve to get the jaw in?
The sleeve itself is small: 1.3 inches across and 0.84 inches long. Clearance is driven by the press tool jaw rather than the sleeve, but at that footprint the limiting factor in a tight joist bay or stud cavity is the tool head, so plan your layout around jaw access, not the ring.
