1) Do Metallics JRM17 screws qualify for Buy American or ARRA funded projects?
No. The JRM17 is listed as not Buy American compliant and not ARRA compliant, with country of origin recorded as multiple. On a federally funded or domestic preference job, these will not satisfy the sourcing requirement.
2) Can I drive the JRM17 screws with a flat blade, or do I need a Phillips bit?
Either one. These are combo head screws with both a slot and a Phillips recess in the same head, so a flat blade or a Phillips works. The recess takes a #2 driver. Slot width runs 0.039 to 0.048 in. and slot depth 0.051 to 0.068 in., so a fine cabinet tip seats better than a wide blade.
3) How much of the head will stand proud of the surface on these round head screws?
The round head measures 0.091 to 0.103 in. high and 0.24 to 0.26 in. across. So figure roughly a tenth of an inch of crown above the material and about a quarter inch of head diameter for clearance. If the job needs the head flush with the surface, a round head is the wrong profile and you want a flat head countersunk screw instead.

Minimum tensile strength is 60,000 psi, with hardness of Rockwell B70 to B100, made from AISI 1006 to 1022 low carbon steel. That is standard commercial grade for a machine screw, fine for device mounting, enclosure covers, and bracket work, not a substitute for a graded structural bolt.
7) Will a #2 Phillips bit cam out on these combo head screws?
The Phillips recess on the JRM17 is spec'd at 0.149 to 0.162 in. diameter, 0.056 to 0.084 in. deep, with a gaging penetration of 0.045 to 0.073 in., which is sized for a #2 driver. Use a #2 tip and seat it fully. A #1 will ride high in the recess and round the cross out, which is the usual cause of cam out on 6-32 combo heads.
