1) Is this 1/4 x 3-1/4 wedge anchor stainless, and can I use it outdoors or in a wet area?
The JTS1034SSD is a stainless steel wedge anchor, which is what you want for exterior slabs, rooftop equipment curbs, parking structures, pool decks and wash-down areas where a plated carbon steel anchor would rust and stain the concrete. Same body for interior work, it just costs more than zinc.
2) Will a wedge anchor work in block or brick, or do I need a different anchor?
No. Wedge anchors are for solid, poured concrete. The expanding clip needs continuous dense material to grip, and in hollow block cell, mortar joint or brick it will spin or blow out the face. For hollow CMU use a sleeve anchor or a toggle rated for hollow base material; for the grouted webs of block, a screw anchor is the safer call.
3) How many anchors come in the Metallics JTS1034SSD pack, and are nuts and washers included?
Each jar holds 100 anchors. Wedge anchors ship as a complete assembly, so the nut and washer come on each anchor; you supply the carbide bit and the concrete. The jar pack keeps them contained on a cart or in a gang box instead of loose in a bucket.
4) Can I remove a wedge anchor later if I need to relocate the equipment?
Not cleanly. Once the clip expands it stays in the hole, so the anchor is permanent. You can back the nut off and take the fixture away, then cut or drive the stud below the slab surface and patch. If you expect to move or re-use the mounting point, a removable option like a sleeve anchor or a concrete screw is the better choice up front.
