1) What drill bit do I need for a 5/8 inch wedge anchor?
A 5/8 inch carbide-tipped masonry bit. Wedge anchors are drilled with a hole the same nominal diameter as the anchor, so the 5/8 inch TS507SS goes into a 5/8 inch hole in solid concrete, drilled deeper than the embedment so dust has somewhere to go.
2) Will a wedge anchor work in block or brick, or only poured concrete?
Wedge anchors like the 5/8 x 7 TS507SS are for solid, poured concrete. Hollow CMU, brick, and grout-filled block are not the base material for a wedge anchor; in those you want a sleeve anchor or a screen-tube and adhesive system instead. In concrete, the anchor works by the expanding clip wedging against the hole wall, so the base material has to be solid and uncracked at the hole.
3) Can I use a stainless wedge anchor outdoors or in a wet area?

Drill the 5/8 inch hole to depth, clean the dust out, then drive the anchor through the fixture until the expansion clip is below the surface of the concrete and fully in the hole. Tighten the nut to set the wedge. Because the clip expands against the hole wall, the hole must be drilled with a hammer drill and a 5/8 inch carbide bit, not oversized, and the anchor cannot be reused once it has been set and removed.
