A wire basket is open mesh, which is fine for most data and power cable but can let small cable, patch cords, or fiber jumpers sag through the openings and it gives no barrier under the bundle. A solid bottom insert lays a continuous steel floor in the basket so cable rides on a flat surface instead of individual wires.
