The shelf measures 23.31 inches across, which is the full width of a standard 19 inch rack including its mounting flanges, so it lands on the rack's 19 inch EIA mounting rails. Depth into the rack is 20 inches and the shelf stands 6 inches tall. Measure your rack opening and the clearance behind it before ordering, since 20 inches of depth needs an open two-post rack with room in front and behind.

Rated at 200 lb load capacity. That is a heavy duty solid steel shelf, so it will carry stacked switches, a UPS head unit, or non-rackmount gear rather than just patch cords. The shelf itself weighs 16.8 lb, which matters if you are mounting it high on a two-post rack on your own.

Double sided means the shelf is built to bolt to the rails and be supported from the front with equipment accessible from either side of an open frame rack, which is how two-post telco racks are used.
