It only latches. The Federal is a passage function lever, non-keyed with no cylinder and no thumbturn, so the door stays closed but never locks. Right for hallways, closets, pantries and connecting doors. If the door is a bedroom or bath you want privacy function; for an exterior or office door you need a keyed entry lockset.
