1) Can the Metallics JBLS33 1/2 x 5 lag bolt be used outdoors or in a damp location?
No. The JBLS33 is a zinc plated steel lag bolt specified for use in wood in non-corrosive environments only. Zinc plating handles indoor and dry conditions; for exterior, coastal, treated lumber, or wash-down areas you want hot dip galvanized or 18-8 stainless in the same 1/2 x 5 size instead.
2) What size pilot hole and wrench do I need for a 1/2 inch Metallics hex lag bolt?
Shank outside diameter runs 0.482 to 0.515 inch, so a 1/2 inch nominal lag. The hex head measures 0.725 to 0.750 inch across the flats, which takes a 3/4 inch socket or wrench. Threads are 6 per inch, right hand, with a gimlet point so it starts in a drilled pilot without a nut.
