1) What thread does the 1/4-20 Metallics hex tap bolt take, and will standard 1/4-20 nuts and channel nuts fit?
It's a 1/4 inch diameter bolt with 20 threads per inch, right hand, made to IFI-199 (2014). That is standard 1/4-20 UNC, so any 1/4-20 nut, channel nut, or tapped 1/4-20 hole will take it.
2) How strong are these 1/4-20 hex tap bolts, and are they rated for structural use?
Tensile strength is 60,000 psi minimum with a hardness of Rockwell B69 to B100. That is a standard low carbon commercial grade bolt, fine for hanging strut, boxes, equipment supports and general MRO work. It is not a Grade 5 or Grade 8 fastener, so don't substitute it where a drawing calls out a higher grade or a structural connection.
3) Do these Metallics bolts meet Buy American or ARRA requirements for a government job?

The JHTB49 gives 1-1/4 inches of usable length measured from under the head, and because it's threaded the full length you can engage a nut anywhere along it. Add up your material stack plus roughly 1/4 inch for full nut engagement; if the stack is over about an inch, go to a longer length in the same HTB series.
