1) Will a 1/2 inch Briscon SN-40 staple hold 12/2 NM (Romex) cable?
Yes. The SN-40 size, 1/2 inch wide by 1 inch long, covers 14/2 through 10/3 non-metallic sheathed cable, so 12/2 Romex sits inside that range. It also takes 14/2 and 14/3 AC, 14/2 and 14/3 MC, and 14/2 and 12/2 UF cable.

5) Do I need a special stapler, or can I hammer these in?
Hammer driven, no tool required. The legs are pointed and burr free so they start easily and drive straight, which helps keep 2x framing from splitting. That makes them workable overhead and in tight bays where a staple gun will not fit.
6) For UF cable on an exterior wall, is a stainless insulated staple the right fastener?
Yes for 14/2 and 12/2 UF, which the SN-40 size accommodates. Stainless construction handles the damp and exterior exposure UF runs see, and the LDPE insulator keeps metal off the thick UF jacket. Larger UF sizes are outside what this staple is rated to hold.
