No. The Burndy BIB plastisol insulated tap connector is not rated for direct burial. The clear plastisol cover is an insulating boot, not a moisture seal. For underground or submerged splices you need a connector specifically listed for direct burial or a sealed/gel-filled enclosure. Keep the BIB in panels, gutters, switchgear, and dry above-ground junction applications.

Do not try to force an oversized conductor into a 250 MCM port, the screw range will not hold it.
