Overhead only. It ships with an AW hub on top for the service drop conduit. For an underground lateral you want a bottom-fed meter socket without a hub, not this one.

No. It has one meter position, so it meters a single service. Two dwellings each needing their own meter require a two-position meter pack. The two 100 A 2-pole breakers inside are load-side distribution off one meter, not separate metered services.
