1) Can the B-Line 10106 RTSC junction box be mounted outdoors?
Yes. The 10106 RTSC is a NEMA 3R enclosure, which means it handles falling rain, sleet and external ice formation, and it carries a rain hood over the cover for that reason. It is not rated for washdown or hose-directed water, so if the location sees pressure spray or dust ingress you want a Type 4 or 12 box instead.

The 10106 RTSC is built to UL 50, the standard for enclosures for electrical equipment, and it is made in the US. Inspectors on commercial and MRO work generally want the UL 50 marking plus the Type rating, which here is 3R.
5) How does the 10106 RTSC mount to a wall?
Surface mount, using embossed thru holes in the back of the box. The embossments hold the enclosure off the mounting surface so water does not sit behind it. The holes go straight through the back wall, so you supply your own anchors or screws to suit the substrate (masonry, strut, or stud).
6) Is the cover hinged or does it screw on?
Screw cover, flanged type, with plated screws. You remove the whole cover to get in, so leave yourself clearance in front of the box. If you need repeated access without handling loose screws and a free cover, a hinged-door enclosure of the same size is the better choice.

Carbon steel at 16 gauge, painted ANSI 61 grey. That is the standard grey used across industrial control gear, so it matches panels and disconnects already on the wall.
