1) Can the B-Line 12126 RTSC junction box be mounted outdoors?
Yes, within the limits of a NEMA 3R rating. The 12126 RTSC is rated Type 3R, which covers outdoor use against falling rain, sleet and external ice formation, and it includes a rain hood over the cover seam. It is not a washdown or hosedown enclosure, so if the location sees direct spray or wind-driven water you want a 4 or 4X box instead.
2) Is the cover on the 12126 RTSC hinged or does it screw on?

That means you take the whole cover off to work in the box rather than swinging a door, which is fine for a pull or splice point you rarely open.
