1) Will the B-Line 1212 FL IN elbow fit a 12 x 12 wireway run?
Yes. The Eaton B-Line 1212 FL IN is sized for 12 inch by 12 inch lay-in wireway, with a 12 in height and 12 in length/depth on the body. It turns the run 90 degrees. It will not mate to 4x4, 6x6 or 8x8 trough without a reducer, so match the elbow to the cross section of the wireway you are running.

Inside opening means the elbow turns toward the short side of the corner, the cover and opening face the inside of the 90. On the 1212 FL IN that is the configuration you want when the wireway turns and the access side stays on the inner face of the turn. If your run turns the other way, so the opening lands on the long outside face, you need the outside opening version instead. Standing at the corner looking at the run, check which face you need to lay conductors into before you order.
3) Is this B-Line wireway elbow suitable for outdoor or wet locations?
No. The 1212 FL IN carries a Type 1 degree of protection, which is indoor, general purpose only, protection against incidental contact and falling dirt. It is not rated for rain, washdown, or dust-tight service. For an outdoor run or a wet mechanical room you need a NEMA 3R or 4 rated wireway and fittings, not this one.
4) Do I have to pull conductors through this elbow or can I lay them in?
It is a lay-in fitting. The cover comes off and conductors drop straight into the corner, so you are not fishing a pull through a 90. That is why lay-in wireway is used for feeder and control gutter work where circuits get added later, the cover comes back off and you lay in another run.
