1) What does "outside opening" mean on a 90 degree wireway elbow?
It describes which face the cover is on relative to the turn. On the 1212 HSLOUT the opening is on the outside of the 90 degree bend, so you lay conductors in from the outer radius. An inside-opening elbow opens on the short side of the turn. Pick based on which face you can reach once the trough is mounted, because you cannot flip it in the field.
2) Is this wireway elbow rated for outdoor or wet locations?
No. It is a NEMA 1 enclosure rating, which is indoor, general purpose, dust and falling dirt only. The painted steel body has no gasketing for rain or washdown. For outdoor or damp areas you need a NEMA 3R raintight wireway elbow instead.

4) Do I have to pull cable through this elbow or can I lay it in?
Lay-in. The cover comes off and conductors drop into the fitting from the open face, so you are not pulling around a 90 degree bend. That is the main reason crews use lay-in wireway for feeders with large conductors and tight bend radii.
