No. The Eaton BR two-pole breakers are Type BR plug-on units built for Type BR loadcenters only. Square D (Homeline or QO) and Siemens panels use different bus stab geometry and will not accept a BR breaker, even if the amperage matches. Check the label inside your panel door for the accepted breaker types before ordering.
2) Does the Eaton BR 2-pole breaker trip both legs at once?

The BR2020 is a 20A/20A unit in the two-pole BR body. Whether your loadcenter accepts tandem or twin breakers, and in which slots, is determined by the panel's own listing, printed on the label inside the door. If the label does not permit them at that position, the installation is not code compliant no matter that the breaker plugs in.
