1) Can Oatey Hercules Tape Dope be used on gas lines?
Yes. Hercules Tape Dope 15136 is recommended for pipes carrying LP gas and natural gas, along with acids, solvents, alkalis, steam, hot and cold water, oxygen and nearly every chemical. That range is why a lot of contractors keep one roll on the truck instead of separate tapes for water and fuel.
2) Is this the thick PTFE tape or the thin standard kind?
It's the thick grade. Hercules Tape Dope is built heavy enough that few wraps are needed to seal a joint, unlike the thin economy tapes that take five or six turns. It also breaks off clean and does not shed fibers into the joint.

4) Does Tape Dope dry out and leak like pipe joint compound can?
No. Unlike paste dopes that skin over, this PTFE tape will not harden, crack or crumble, and it stays self-lubricating so the fitting can still be broken loose later. It's also weather resistant for exterior threaded work.
5) Can I use this on steam and hot water lines?
