Yes. 5/16 inch is the common closet bolt diameter, and the slots and keyholes in standard cast iron, PVC, and ABS closet flanges are cut for it. The bolt head slides into the slot and turns to lock under the flange ring.
7) Do extra-long 3-1/2 inch closet bolts need to be cut down after the toilet is set?
Usually yes. At 3-1/2 inches the bolt will stand well above the acorn nut on a normal china base, so you snap or hacksaw the excess off after the nut is snug and before the cap goes on. Buying the extra-long version gives you the reach when the floor is built up and lets you trim when it is not.
