Yes. The Belleo drops in from the top with a rolled SpecEdge Plus bevel that grips the counter, and Houzer calls out laminate specifically along with harder surfaces. That is the practical difference from an undermount sink, which needs a stone or solid-surface top to carry it and be sealed underneath. Topmount also means the cutout can be a bit rougher, since the rim covers it.
2) Will a standard garbage disposal fit the Houzer BSS-2309 drain?
The drain opening is 3-1/2 inches and sits dead center in the bowl, which is the standard US kitchen sink opening that disposals and basket strainers are built to. A basket strainer (190-9180) comes with the sink, so if you are going with a disposal instead, that strainer is a spare.
