1) Will a Milbank U1748-O 320 amp meter socket work for an underground service, or do I need an overhead-fed socket?
Underground only. The U1748-O is built for underground cable entry and mounts on a pedestal that gets direct buried, with a plain top (no hub opening) so there is no provision for an overhead service mast. If the service drop comes in overhead, this is the wrong socket. For a buried lateral feeding a 320 amp single phase service, it is the right configuration.
2) Does the Milbank 320A ringless pedestal socket include a main breaker or disconnect?
No breaker. The U1748-O is a meter socket only, with zero main breakers and no receptacles in the enclosure. 4) Can the meter be pulled on this Milbank socket without killing power to the building?
That is what the lever bypass is for. The U1748-O has a lever bypass provision, so a utility tech or electrician can close the bypass and carry load around the meter socket jaws while the meter itself is removed or swapped. Ringless construction means the cover comes off with the sealing ring, giving access to the jaws.
