No. The Milbank UC343 series is a current transformer (CT) rated meter socket, so the 20 continuous ampere rating is the CT secondary/metering circuit rating, not the service size. Service current passes through separately mounted current transformers, and only the small CT secondary leads land in this enclosure. That is why the line and load side wire range is 12 to 10 AWG, and why there is no main breaker and no bypass in the can.
2) What is the Terminal Option number 13, 15, 5, 6 or 8 on the Milbank UC343 CT socket, and how do I pick one?
Those are the number of meter terminals in the socket jaw configuration, and the utility decides it, not you.
