1) Is the Milbank UC-XL meter socket a self-contained 200A socket or a transformer-rated one?
It's transformer rated. The UC-XL carries a 20 continuous ampere rating at 600V AC, 60 Hz, which is instrument-transformer metering territory, not self-contained service. The line and load side terminals only accept 12 to 10 AWG, so full service conductors never land in this can. Load current is carried by the CTs; this socket only sees the metering secondary. If you're metering a service directly with the service conductors, this is the wrong socket.
2) Does the Milbank UC-XL meter socket come with a main breaker or bypass?
No on both counts. The UC-XL is a metering enclosure only: no main breaker, zero breaker spaces, and no bypass provision. Any disconnect or overcurrent protection has to be a separate device ahead of or behind the socket. If your utility requires a lever bypass on the meter position, this one won't satisfy it.
3) How do I pick between the 8 terminal and 13 terminal Milbank UC-XL sockets?
Terminal count follows the meter form the utility specifies. The UC-XL is offered as 8 terminal (UC2427-XL ring type 2 position, UC3887-XL ringless single cover deep shell) and as 13 terminal (UC2428-XL ring type for Wisconsin Public Service, UC3453-XL ringless 2 position, UC3889-XL ringless single cover deep shell). Get the terminal count and ring/ringless requirement off the utility's metering standard before you order; the jaw arrangement is not field-changeable.
4) Ring type versus ringless meter socket - which Milbank UC-XL do I need?
That's a utility call, not a preference. Ring type covers seal with a sealing ring around the meter; ringless uses a full cover that seals over the meter. The UC-XL splits both ways: UC2427-XL and UC2428-XL are ring type, while UC3453-XL, UC3887-XL and UC3889-XL are ringless. Utilities publish one or the other in their service handbook, and they will refuse to set a meter in the wrong style.
5) What size wire lands in the Milbank UC-XL and is there a ground lug?
Both line and load side terminals take 12 to 10 AWG on single mechanical terminals, which is sized for CT secondary and voltage leads, not service conductors. UC2428-XL is a 13 terminal ring type socket built to a Wisconsin Public Service specification.
