The PVC DWV street vent elbow features a spigot x hub connection and the abrupt 90-degree angle is used to change the direction of flow in the venting side of the system. The 4807-2-V is a street fitting: one end is a spigot, sized like pipe so it slips straight into the hub of another fitting, and the other end is a hub that accepts pipe or a spigot. That lets you make a 90 turn right off a fitting with no cut piece of pipe and no coupling between them. It's a slip joint connection, solvent cemented.
2) Can I use this PVC DWV vent elbow on a drain or waste line instead of a vent?
No. This is a vent elbow, an abrupt 90 meant for the dry venting side of the system only. Drainage turns need a long sweep or a 1/4 bend rated for drainage flow. Use the 4807-2-V where the piping carries air, not waste.
