1) What wire sizes does the Sta-Kon C70 ring terminal accept?
The C70 is sized for 12 to 10 AWG conductors. Anything smaller (14 AWG and up) or larger (8 AWG and down) will not crimp reliably in this barrel, so match the terminal to the actual conductor gauge, not the nominal circuit size.
