1) Do I need to use a purple primer with Oatey 31132 PVC cement?
On non-pressure DWV work, no primer is needed with Oatey 31132 All Weather Clear Cement where local codes permit. That last part matters: plenty of inspectors still want to see primer on the joint regardless, so check what your AHJ enforces before you skip it. On pressure applications, primer is still the practice.
2) Can I glue PVC in freezing weather with this Oatey clear cement?
Yes. The 31132 All Weather clear cement is rated for application from -15 F to 110 F (-26 C to 43 C), which is why it gets specified for winter and outdoor repair work when a standard cement would be out of its range. Pipe and fittings still need to be clean and dry, and joints made in the cold need longer set and cure time before pressure.
