1) Can Oatey 31133 PVC cement be used in freezing weather?
Yes. The Oatey 31133 all weather clear cement is rated for application from -15F to 110F (-26C to 43C), so it can be used on cold-weather jobs where a standard cement would be out of spec. That range is the application temperature for making the joint, not a rating for the finished line.
2) Do I need primer with Oatey 31133 clear cement?
On non-pressure DWV work, no primer is needed where local codes permit. That is the manufacturer's stated allowance, and plenty of jurisdictions still require purple primer on inspected work, so check your inspector before skipping it. For pressure applications, follow the normal prime-then-cement procedure.
3) What size PVC pipe will this Oatey all weather cement handle?
It works on all schedules and classes of PVC pipe and fittings up to 6 inch diameter with interference fit. Above 6 inch you need a heavy-bodied cement instead. It is PVC only, not CPVC and not ABS.
4) Will Oatey 31133 pass a low-VOC air district inspection in California?
It is a low VOC solvent cement that meets South Coast AQMD Rule 1168/316A and BAAQMD Method 40 requirements, so it is usable in those California districts. Oatey solvent cements and primers are also certified to UL Greenguard Gold, which matters on schools, healthcare and LEED-tracked jobs.
5) What is the maximum service temperature for pipe joined with this Oatey cement?
Maximum use temperature is 60C (140F). That is the finished joint rating, separate from the -26C to 43C window for applying it. Hot water distribution above that point is outside what PVC and this cement are meant for.
