1) What pipe sizes can Oatey 31014 clear PVC cement handle?
Oatey 31014 regular body clear cement covers all schedules and classes of PVC pipe and fittings up to 4 in. for Schedule 40, and up to 2 in. for Schedule 80 with interference fit. Above those sizes you need a medium or heavy body cement instead, because regular body doesn't carry enough filler to bridge the gap on larger joints.
2) Can I use Oatey 31014 on CPVC or ABS pipe?
No. The 31014 is a PVC-only solvent cement. It welds PVC pipe and fittings; CPVC needs a CPVC-specific cement and ABS needs ABS cement. Using it on the wrong material gives you a joint that will not hold.
3) Is this PVC cement approved for potable water lines?
