OATEY 31913 – Frequently Asked Questions
1) Do I need a separate primer with Oatey 31913 CPVC cement?
No primer is needed where local codes permit. The Oatey 31913 yellow cement is a one-step CPVC solvent cement, so on jobs where the inspector accepts it you clean the pipe and go straight to cement. Some jurisdictions still require purple primer on CPVC potable lines, so check what your local code says before you skip it.
2) Can I use this cement in freezing weather?
Yes. The all weather formula is rated for application from 0 F to 110 F (-18 C to 43 C), which is what makes it usable on unheated winter jobsites and outdoor repairs. Standard CPVC cements normally want temperatures well above freezing, so this is the one to reach for on a cold morning.
3) What pipe sizes will the Oatey 31913 yellow cement handle?
It covers copper tube size (CTS) CPVC hot and cold potable water pipe and fittings up to 2 inch diameter with interference fit. Anything larger than 2 inch CTS is outside what this cement is rated for.
4) Is this cement approved for FlowGuard Gold CPVC pipe?
Yes, it is approved for use with FlowGuard Gold piping systems. That is the point of the yellow one-step formula, so if your building is piped in FlowGuard Gold CTS you can use this without hunting for a separate system-specific cement.
5) Can I use this on PVC drain pipe or on a hot water line?
It is a CPVC cement, formulated for CPVC potable water pipe and fittings. On the temperature side it handles cold and hot water systems up to 200 F (93 C), which covers domestic hot water. For PVC DWV or PVC pressure pipe, use a PVC-specific solvent cement instead, since this yellow one-step is not sold as a PVC or multi-purpose product.
6) Does this Oatey CPVC cement meet potable water and VOC regulations?
It complies with NSF/ANSI 61 health effects requirements and meets ASTM F493 for CPVC solvent cement. It is also a low VOC formula meeting SCAQMD Rule 1168/316A or BAAQMD Method 40, so it is legal to use in California air districts that restrict solvent cement emissions.
7) Is this cement rated for pressure piping or just drainage?
Pressure pipe. The 31913 yellow cement is formulated for CPVC potable water supply under pressure, hot and cold, up to 200 F. Drainage-only cements are not interchangeable with it.
8) Does the can come with an applicator, or do I need to buy a brush?
A dauber is included in the can, so nothing else is needed to apply it. On CTS sizes near the 2 inch top end, a lot of installers still keep a larger brush handy to get full coverage on the socket inside the open time.
9) How much cement is in the Oatey 31913 can, and is that a practical size for a whole-house repipe?
It is a 32 oz can (one quart), listed at 2.25 lbs. That is the size crews carry for repipes and multi-unit work rather than a single fitting repair. For a one-off fix, a smaller can of the same yellow CPVC cement makes more sense, since opened solvent cement thickens over time.
