1) Is the Oatey 43548 flange ABS or PVC, and can I solvent weld it to PVC pipe?
The 43548 is ABS, so it bonds with ABS cement to ABS pipe. Do not solvent weld it to PVC DWV pipe; that joint needs a PVC flange or a transition fitting. Check the color and markings on your existing stub-up before you cement.
