Yes. The 43498 is an ABS Level-Fit toilet flange that fits over 4 inch pipe, so it slips over the outside of the stub rather than inside it. If your rough-in is 3 inch pipe or you need an inside-fit hub connection, this is not the right body.

No. The stainless steel ring on the 43498 uses patented bolt slot shelfs that hold the closet bolts in place and stop them dropping through the slot while you set the bowl. The ring also rotates, so you can line the bolts up square to the wall before you fasten it down.

No. The 43498 is the version supplied without a test cap, so there is no knockout barrier for pressure or water testing the drain line. If your inspection calls for a test, order the test-cap version of the flange instead.
