1) Will the Oatey 43621 closet flange fit over 4 inch PVC DWV pipe?
Yes. The 43621 is a 4 in. over 4 in. flange, meaning it slips over the outside of 4 in. PVC Sch. 40 DWV pipe and solvent welds to it. That is the over-pipe style, not the inside-fit style, so the pipe stub has to be cut so the flange body can slide down over it and sit flush on the finished floor.
2) My rough-in drain is slightly off from where the toilet needs to sit. Will this Oatey flange let me correct it?
That is what this one is built for. The 43621 is a Level Fit offset closet flange, and the 4 in. offset gives you a margin of error between the drain pipe and where the toilet has to land. You rotate the flange before solvent welding to pull the bolt slots into position. It only buys you alignment within that offset range, so if the stub is badly out of place you are still relocating pipe.
