The 38532 is the CPVC version with F1807 crimp connections and quarter-turn valves. F1807 is the cold-expansion-free crimp/clamp standard used for PEX fittings, so this box is set up for crimp-ring terminations rather than sweat copper. If you're running copper and want to solder, you need the sweat-connection version of the Quadtro instead.
2) Can the valves be mounted at the top of the washing machine box instead of the bottom?
Both. The Quadtro design supports top or bottom valve mount, so you can orient it to suit where the supplies drop in and keep the handles clear of the washer. Valves are quarter-turn with standard levers, and no-hammer or hammer-arrestor valve options exist across the Quadtro range.

Four support brackets ship with the box for mounting to the studs. You supply the drain and supply piping (2 inch Sch. 40 DWV for the drain, crimp-connected supply lines to the F1807 valves) and your own fasteners.

The drain knockout is a quarter-turn design: you twist it out rather than punch it through, which keeps the 2 inch opening clean and round for the DWV pipe. No saw or hole cutter needed.
