1) Will the RCI 3510LM cabinet lock work on a right-hand cabinet door as well as a left-hand one?
Handing is not a factor. The 3510LM is a non-handed lock, so the same unit goes on a left- or right-swing cabinet door, or on a drawer, with no modification and no separate part number to specify.
2) Do I need to mortise the cabinet door for the RCI 3510LM, or does it mount on the surface?
Surface mount. The 3510LM fastens to the face of the cabinet or enclosure rather than being let into the door edge, so there is no mortise pocket to route. Body size is 2 x 1.75 x 6 inches, so plan clearance for that footprint plus room to get at the wiring inside the enclosure.
3) Can I run the RCI 3510LM cabinet lock off my existing 24VAC access control power supply?
Yes, the 3510LM takes either 12VAC or 24VAC. Draw is 250mA max at 12 VAC/VDC and 120mA at 24 VAC/VDC, so size the supply against the number of locks on the circuit. It is not battery operated, so it needs a permanent power run to each cabinet.
4) Does the RCI 3510LM unlock or stay locked when the power drops?
That is your call at install. Fail-safe versus fail-secure is field selectable on the 3510LM, so one part covers both. Pick fail-safe where the cabinet has to open on a power loss, fail-secure where the contents have to stay locked regardless. Set it during installation rather than ordering a different model.
5) What does the latch monitor on the RCI 3510LM actually give my access control panel?
The LM suffix is a latch monitor: it reports latch status back so the head end knows whether the cabinet actually secured after it was closed, not just that the lock was commanded. 6) Is 200 pounds of holding force enough for a medical or records cabinet, or should I be looking at a door strike?

It is not a substitute for a door-opening device on a full-size personnel door. If you are securing a swinging entry door, you want an electric strike or a maglock rated for that opening, not a cabinet lock.
7) Is there a key override on the RCI 3510LM cabinet lock?
No cylinder, no key. The 3510LM is keyless and non-keyed, so access is entirely through the access control system feeding it. Where a facility standardizes on electronic credentials this removes cabinet keys from the keying schedule altogether, but it also means a dead circuit and a fail-secure setting leave the cabinet shut until power returns.
