1) Do I have to remove the existing ballast to install the Satco S39751 corncob LED?
Yes. The S39751 is a Type B ballast bypass lamp, so the existing HID ballast has to be removed or bypassed and line voltage wired directly to the socket. It accepts 100 to 277 volts at 50/60Hz, so it works on either a 120V or 277V circuit once the ballast is out of the path. Leaving the old ballast in line will damage the lamp.

Yes, it is an enclosed rated lamp, so it can go in a sealed or gasketed fixture without voiding the rating. Location rating is damp, and it is listed for indoor or outdoor use. Damp rated means covered outdoor locations such as a canopy, soffit, parking garage, or a gasketed wall pack, not a fixture that takes direct rain or standing water.
4) Will this 40W LED HID replacement work on a dimmer or an occupancy sensor dimming control?
No. The S39751 is not dimmable and it is not a three way lamp. Wire it to a straight switched or photocell controlled circuit. If your retrofit spec calls for step dimming or 0-10V control, this lamp will not do it and you need a driver based LED fixture or a dimmable lamp instead.
