1) Does the Satco S49391 LED HID replacement need the existing ballast, or does it wire direct?
It's a Type B ballast bypass lamp, so the existing HID ballast has to be removed or bypassed and line voltage wired straight to the socket. Leaving the ballast in the circuit will damage the lamp. Plan on an electrician touching the fixture wiring, this is not a plug-and-play swap into a working HID ballast.

Treat it as a rewire, not a lamp change. The S49391 is Type B ballast bypass, so whatever control gear ran the old HID lamp comes out of the circuit, and HID dimming or ignitor hardware will not operate this lamp. The fixture needs to feed line voltage straight to the medium base socket.
