The SDL10B is a #10 x 2 inch deck screw with a bugle head and a star (Torx-style) drive recess. The star recess takes a driver bit rather than a Phillips, which is what keeps the bit from camming out when you're running a lot of them into decking.

T-17 refers to a Type 17 point, which has a small cutting notch at the tip.
